The mortgage loan can be contracted not only for the purchase of a house, but also for other purposes:

  • purchase of real estate;
  • purchasing a plot of land for building an individual dwelling house;
  • building an individual dwelling house;
  • modernization of the existing home (finishing, extension).

You get the money you need, regardless of whether you work in Moldova, abroad or you receive money transfers from your loved ones monthly.

Calculation example:

For a loan of 30,000 USD over a period of 20 years, at an interest rate of 10.39%, the monthly payment will be 297.47 USD. The annual percentage rate (DAE) will be 10.90%, and the total amount due will be 71,388.74 USD." 

For a loan of 30,000 EUR over a period of 20 years, at an interest rate of 10.50%, the monthly payment will be 299.68 EUR. The annual percentage rate (DAE) will be 11.02%, and the total amount due will be 71,923.62 EUR.

For a loan of 800,000 MDL over a period of 20 years, at an interest rate of 7.80%, the monthly payment will be 6 594,49 MDL. The annual percentage rate (DAE) will be 8.08%, and the total amount due will be 1,582,679.25 MDL.

The interest rate for mortgage loans issued in MDL is floating and consists of the BNM index of 4.38 percentage points and the bank's margin of 4.62%, 4.42% or 4.00%. For certain types of offers, the bank may grant temporary reductions to the reference index, which are expressly described in the credit agreement.
For loans issued in EUR, the interest rate is formed from the international reference index EURIBOR 6M at 4.00 percentage points and the bank's margin of 6.5% or 7%.
For loans issued in USD, the interest rate is formed from the international reference index SOFR at 5.39 percentage points and the bank's margin of 5%.
In the case of loans with a variable rate, the interest changes twice a year, on January 1 and July 1, depending on the reference index published by the BNM and other official international sources.

Mortgage MDL

  • have a net monthly salary or a confirmed income of at least 6000 MDL;
  • you have had a stable job in the last 6 months.

Mortgages are granted in MDL, so the monthly instalment does not depend on the exchange rate.

Mortgage EUR / USD

  • have a net monthly salary in EUR or USD;
  • you have had a stable job in the last 12 months.

The value of the mortgage loan is established in foreign currency, but the funds are issued in lei, according to the maib exchange rate for non-cash operations.

The monthly rate is paid in lei. The payment is converted into foreign currency at the exchange rate for non-cash transactions, according to the approved repayment plan in euros or dollars.

If you are a migrant worker:

  • you are officially active abroad;
  • you have a net monthly salary of at least 1000 euros, confirmed in the last 12 months.

If you have income other than salary/pension:

  • you have one of the following legal professions: lawyer, notary, bailiff, judicial expert, translator, mediator, registrar;
  • you receive money transfers from abroad from first degree relatives;
  • you receive dividends as the founder of a company registered on the territory of the Republic of Moldova;
  • you have income from renting a property;
  • you have income from copyrights, royalties;

The bank reserves the right to request supporting documents regarding your income in order to meet the prudential requirements specific by the parties.

To submit the loan application, you need the real estate valuation report, completed by a company approved by the bank.

List of evaluators

  • For clients officially employed in the RM: if necessary, salary account statement or salary certificate.
  • For clients employed abroad or freelancers from abroad, a bank card statement (at a bank other than maib) must be presented, showing the salary and/or service receipts. In addition, the employment contract or any other document proving the employment/provision of services and the declaration on the payment of taxes on the income received must be presented (if applicable, but if there are such documents, it would be better to present them in original to the bank).  Py slips are not accepted without a salary card statement.
  • For clients with dividends: financial statements for the current and previous year, shareholders' minutes of distributing dividends, and bank statements showing dividend receipts (if received at a bank other than maib). In the case of dividends paid in cash, documents confirming their issue and proof of payment of taxes will be required.
  • For clients practising one of the legal professions: statement of the account where the income is received. For notaries, accounting documents attesting to the expenses of the notary's office must also be submitted.
  • For clients with copyright assignment income: copyright assignment contract/certificate of the amount of income and statement of the bank account where the income is received.
  • For clients with income from rent/rent/lease: valid rent/rent/lease contract (registered with the SFS) and Release Orders/Payment slips for rent/rent/lease payments or statement of the account opened with maib or other financial institution, either in electronic or paper format.
    • the statement of account is submitted in electronic format or on paper signed/stamped only if the income is received through banks in the RM other than maib.
    • the bank has the right to request any other document in analysing and approving the client's request.

Once you have obtained a mortgage loan, it's important to insure the mortgaged property. There are two main types of insurance you can consider: mandatory home insurance and optional home insurance. The mandatory one is required by law and is necessary for all mortgaged homes. Its cost is on average 1000 MDL, depending on the mortgaged property. Optional insurance is a personal choice, but it can help you better protect your investment.

Interest rates on mortgages linked to a reference index change twice a year, on January 1 and July 1. Determining the interest rate depends on the change in the reference index to which the interest rate is linked.

For loans in MDL, the interest rate is formed of the fixed margin (indicated in the contract) and the NBM reference index calculated for May (changes in July) and November (changes in January). The NBM reference index is calculated as the average rate of deposits attracted in MDL with a 6-12 months term for the entire banking sector. The National Bank of Moldova publishes the reference index on the 20th day of each month and can be found on the NBM website, statistics and publications section.

For loans in EUR, the interest rate is formed of the fixed margin indicated in the contract and the reference index EURIBOR6M, published on www.euribor-rates.eu. 

For USD loans, the interest rate is formed of the fixed margin indicated in the contract and the SOFR reference index, published on www.global-rates.com.

The interest rate that will apply for January 1 to June 30 will depend on the EURIBOR 6M / SOFR rate in force on the first working day of December of the previous year, and for July 1 to December 31 will depend on the EURIBOR 6M / SOFR rate in force on the first working day of June, the current year.

To inform its customers, the Bank shall publish a notice on the interest rate evolution on its website at least 10 days before each interest rate change.

When drafting the valuation report, costs may vary depending on the valuation company chosen and the property selected. Typically, prices for the valuation report are within the following limits:
For the valuation of an apartment, the cost can start from 1100 MDL - for the valuation of a house, the price can go up to 3000 MDL.

The costs incurred by the buyer at the notary include the payment for notarial services, which is the amount charged by the notary for drawing up and authenticating the sale-purchase contract and the mortgage contract.

The cost of these notarial services depends on the value of the transaction and the complexity of the documents and is calculated following the fees laid down by the legislation in force.

Value of the sale-purchase transaction

In addition to the property's price, the buyer must pay the state tax for the transfer of ownership and the notary's fee for authentication services for the sale-purchase contract.

The state fee for transferring private ownership of apartments is 0.5% of the contract value but not less than the value indicated in the real estate register. The buyer must pay this fee at the time of the authentication of the sales contract.

Mortgage transaction value

When the mortgage contract is authenticated, the value of the transaction is determined by the parties. The amount of the payment for the authentication of sale and mortgage transactions is calculated according to the value of the transaction as follows:

Individuals
up to 20,000 MDL = 1.3%, but not less than 180 MDL
20,001 - 50,000 MDL = 1.0%.
50,001 - 100,000 MDL = 0.9%.
100,001 - 200,000 MDL = 0.8%.
200,001 - 400,000 MDL = 0.6%.
400.001 - 600.000 MDL = 0,5%
600.001 - 800.000 MDL = 0,3%
800.001 - 1.000.000 MDL = 0,2%

Calculation example:

1% of the cost of the apartment indicated in the sale-purchase contract (EUR 50,000*1% = EUR 500 (state tax + notary fee)), and approximately 0.6% of the mortgage amount (which is not equal to the amount of the loan, but is higher by at least 20%)/

Fees apply for each contract and, if applicable, for each real estate separately indicated in the sale-purchase contract. If clients wish to purchase a real estate property in share, each share owner shall pay the corresponding amount separately.

Calculation example:

The costs for registering both the mortgage and the sale-purchase contract amount to approximately 2500 MDL for each client. If the clients wish to purchase real estate in shares, each share owner will pay 2500 MDL.

For the completion of the insurance policy of the asset, 0.1% of the replacement value, according to the valuation report, will be charged.

  • Whether you are in the country or abroad, the amount is transferred monthly to the current account opened in MDL, and on the payment day, it is converted by the bank, according to the exchange rate for bank transfer operations (transfer transactions).
  • The monthly payment is automatically performed from the current account on the payment day, according to the repayment plan.
  • The exchange rate changes daily. To be sure that the amount transferred is sufficient to pay the monthly installment, we recommend you check the exchange rate through the maibank mobile app (Menu/ Settings/ Exchange rate) or transfer an amount of money with additional reserve to the current account. The difference remains in the current account and can be used for the next payment.
