Maib offers access to financing under the GEFF Moldova Rezidențial program – a credit line developed within the Residential Green Economy Financing Facility in Moldova, established by the European Bank for Reconstruction and Development (EBRD) – with the support of the European Union and Norway through HIPCA.
The program is designed for the financing of residential projects that contribute to improving energy efficiency, integrating renewable energy solutions, and reducing environmental impact. Through GEFF Moldova Rezidențial, eligible clients can access financing for the energy-efficient renovation of multi-apartment buildings, the construction of new high energy performance residential buildings, or for working capital required to supply, produce or install GEFF-eligible technologies.
Financing can cover up to 100% of the cost of the project or the eligible component, and the loan amount can reach up to EUR 2,500,000, depending on the beneficiary and project types. The loan can be granted in MDL or EUR.
A key advantage of the programme is the grant, which can be of up to 35% for renovation projects involving multi-apartment buildings. For eligible new residential constructions, the grant may amount to 10% or 15%, depending on the technologies implemented. No grant is provided for loans intended for working capital.

Who can apply for funding
GEFF Moldova Rezidențial is available to:
- condominium tenants’ associations;
- service providers, including property management companies and energy service companies;
- construction companies building high-energy-performance blocks of flats or detached houses;
- sellers, suppliers and manufacturers of GEFF-eligible equipment, materials and technologies.
Beneficiaries must be legally active within the Republic of Moldova, be financially viable, meet maib’s lending requirements, have at least 51% private capital and comply with applicable environmental and social standards.
What projects can be funded
Under the GEFF Moldova Rezidențial program, projects may be funded that utilise technologies, equipment or materials included in the Green Technology Selector or that meet the technical eligibility criteria confirmed by the Facility’s Consultant.
Eligible investments include thermal insulation of façades, thermal insulation of roofs, the installation of energy-efficient windows and doors for shared areas or for the entire building, heat pumps, renewable energy solutions and other eligible green technologies.
Funding categories
Renovation of existing multi-apartment buildings
Funding is intended for tenants’ associations and service providers implementing energy efficiency and/or renewable energy measures across the entire building. The grant can be up to 35%, depending on the technologies implemented.
New ‘green’ residential construction
This category is aimed at construction companies developing blocks of flats or detached houses with energy performance exceeding legal requirements. The grant may amount to 10% or 15%, depending on the eligible solutions included in the project.
Working capital for sellers, suppliers, manufacturers and service providers
Funding is available to companies that manufacture, supply or install eligible GEFF technologies. No grant is awarded for this category.
