GEFF Moldova Rezidențial is a credit line developed under the Residential Green Economy Financing Facility in Moldova, established by the European Bank for Reconstruction and Development – EBRD. The program provides financing for residential projects that contribute to energy efficiency, the integration of renewable energy solutions, and the reduction of environmental impact.
Through this facility, eligible customers can finance the energy renovation of multi-apartment buildings, the construction of new residential buildings with high energy performance or the working capital necessary for the supply, production or installation of eligible GEFF technologies.
GEFF Moldova supports Moldovan businesses and households (details here) in investing in high-performance technologies through participating financial institutions. The eligibility of technologies can be verified via the Green Technology Selector or through the assessment by the Facility Consultant.

eligibility requirements
Pot solicita finanțare:
- condominium owners' associations / tenants' associations, group of individuals;
- service providers, including housing management companies (HMCs) or ESCOs;
- construction companies that develop energy-efficient apartment blocks or individual residential houses;
- suppliers of GEFF-eligible equipment, materials and technologies;
- manufacturers of GEFF-eligible equipment, materials and technologies.
- being legally active and operating on the territory of the Republic of Moldova;
- being financially viable and meeting maib’s lending requirements;
- having at least 51% private capital;
- compliance with applicable environmental and social standards;
- not being on the EBRD's list of entities ineligible for financing.
- The project uses technologies, equipment or materials pre-approved in the Green Technology Selector or that meet the technical eligibility criteria confirmed by the Facility Consultant;
- The project is financially viable and positively evaluated according to maib requirements;
- The project has not benefited and will not benefit from grants from other sources.
GEFF Moldova indicates two main categories of eligible investments: pre-approved green technologies from the Green Technology Selector and complex projects positively evaluated from a technical point of view by the Facility Consultant.
Financing Category 2
Renovation of existing multi-apartment buildings
Beneficiaries: condominium owners' associations / tenants' associations, service providers, group of individuals.
Purpose: energy efficiency and/or renewable energy measures at the level of the entire building.
Examples: façade thermal insulation, thermal insulation of the entire roof, windows and doors for common areas or the entire building, heat pumps for the entire building, etc.
Grant: up to 35%, depending on the technologies implemented.
Financing Category 3
New "green" residential constructions
Beneficiaries: construction companies.
Purpose: construction of apartment blocks or individual houses with energy performance higher than the legal requirements (at least 10% more efficient than the national nZEB threshold in Moldova).
Grant: 10% for eligible project only with energy efficiency measures or 15% if it also includes at least one eligible renewable energy technology.
Financing Category 4
Working capital for suppliers, producers and service providers
Beneficiaries: suppliers, manufacturers and service providers who manufacture, supply or install eligible GEFF technologies.
Purpose: financing of inventories, raw materials, logistics, promotion, supply, installation of eligible products.
Grant: no direct grant for working capital is awarded; the benefit lies in market access and visibility through the Green Technology Selector.
Ineligible activities Activities such as the production or sale of weapons, tobacco, hard liquor, gambling, speculative investments, refinancing of existing loans, land acquisition, fossil fuel projects, boilers fueled by non-renewable fuels, and other activities included in the EBRD’s social and environmental exclusion list.

The interest rate is floating and is set according to the currency of the loan, the cost of resources and the maib margin.

* The grant is calculated from the lower of the disbursed amount of the loan and the cost of the eligible project, and is paid only after the successful implementation of the project and the documentary and field verification by the Facility Consultant.
