Procurement represents a strategic area for the Bank, ensuring the efficient, transparent, and compliant acquisition of goods and services necessary for the conduct of its activities.

A fair and transparent procurement process contributes to safeguarding resources, maintaining public trust, and ensuring compliance with legal, regulatory, and corporate governance requirements.

Fraud in the procurement process may include, but is not limited to:

  • Falsification of procurement or bidding documents (e.g., bids, invoices, contracts);
  • Direct or indirect arrangements between employees and suppliers/service providers/vendors/partners (regardless of the denomination of the counterparty) aimed at favoring certain companies to the detriment of the Bank’s interests;
  • Manipulation of selection criteria in order to exclude competitors or to favor certain bids over others;
  • Making unjustified or inflated payments to suppliers or service providers;
  • Acceptance of bribes or other benefits by employees in exchange for favoring certain suppliers/service providers/vendors/partners (regardless of the denomination of the counterparty);
  • Violation of the principles of transparency, competitiveness, and fair treatment in the procurement process.

The Bank applies strict anti-corruption and anti-bribery measures within the procurement process, ensuring full compliance with applicable legislation and internal policies on integrity and compliance.

The offering or acceptance of bribes, illegal commissions, or gifts for the purpose of influencing procurement decisions is strictly prohibited. Any violation will result in immediate disqualification from the procurement process and may entail disciplinary, administrative, or criminal liability, as applicable.

The Bank supports a transparent procurement process subject to oversight and audit. All procurement-related decisions, including supplier selection and contract award, are fully and properly documented.

Selection criteria and procedures, as well as contractual terms, are clearly communicated to suppliers to ensure open, fair, and non-discriminatory competition.
